The PSCI
The Program for the Competitive Substitution of Imports (PSCI) was established in 2003, by the Ministry of Foreign Relations (MRE),
in compliance with guidelines set by of President Luiz Inácio Lula da Silva, which selected South America as its main priority for foreign
policy.
In recent years, Brazil’s trade flows with South-American countries have increased significantly. Despite such growth, however, trade
asymmetries have persisted, and most countries of the region have trade deficits with Brazil.
As a program of the Trade and Investment Promotion Department (DPR) executed by the Trade Information Division (DIC), the PSCI aims to stimulate trade
between Brazil and the South-American countries, when possible and competitive, by importing goods from the region in preference to those
originating in other markets.
